She definitely is ready, not sure why they're leaving it so late though. That said, Book of Mormon didn't announce their new cast until a few days after they started, and that's an SFP show. I think when Asmeret started in Dreamgirls, they announced it on the day. All could mean nothing of course

Unless there is a really big name to announce, why bother with a big announcement? For shows like Wicked and Book of Mormon, the show is the star, there's no known names leading the show. The same with Dreamgirls. For 99% of the paying audience, they don't care if the first cover has been promoted to full time.

I just think it's good practice to make a cast announcement formal.
Though yes, in the grand scheme of things the majority of the paying audience doesn't care, but for the 20% or so who does, a press release that you blast to all the outlets costs you nothing. It will be picked up by those who care for it (Whatsonstage, LondonTheatre, Playbill, etc), and could generate some buzz even for a day and a half. The show is still relatively new and important, so they should find new ways to keep it relative in both industry and non-industry media. A cast change, especially of the original, could be an easy way.

By now, don't expect any shock celeb casting if they haven't announced it already. The Effie takeover isn't a star or celeb, so unless they have star cast Deena and are gonna announce it late, it will be fresh faces to the production who we may of seen in Ensemble roles or Supporting roles in other musicals.

Loved Jocasta as Deena. I still haven't seen Liisi (sp?) and I really want to!

Though I find it totalling unnecessary. I also feel a bit bad for Marisha as one can't say she didn't deserve the star billing after Amber. I've not seen her personally in this but even I think that.

Does this mean the rest of the cast remains unchanged?

Suspected it wouldn’t be Marisha on her own. Why would SF do that? It just builds in complications. She can do what she likes with holidays and sick now, and no one can complain.
