Doesn't appear so, it's not on the SOLT list of venues or affiliates. Last year Dolly Parton's Smoky Mountain Christmas Carol which was on at South Bank Centre was eligible. Maybe it's year on year or show specific?

It's a tough one, but I think the politics will help "Dear England" triumph. It's more recent, and will be stuck in the voters' minds. It'll be boosted in popularity by its imminent NT Live stream, handily placed close to voting. If rumours are true, its Broadway transfer is also imminent, whereas rumours for "A Little Life" on Broadway seem to have fizzled out (transfer news often makes the difference at the Oliviers.) It's a celebration of Britain, and therefore might get votes for being a state-of-the-nation play. DE seemed to get much better reviews than ALL. And it would be a representative reward for the phenomenal year the NT has had.
But it really could go any way in the Best New Play category. Sonia Friedman is attached to "Stranger Things," and voters may be swayed by its Netflix nametag. "The Motive and the Cue" has been very well received on its West End transfer, and also has Broadway in its sights. After Best Actor, it's definitely the hardest category to predict.

I don't think nominators will forget A STRANGE LOOP and nearly every other show blows LITTLE BIG THINGS out of the water, especially NEXT TO NORMAL (but maybe not OPERATION MINCEMEAT which wears out its welcome after 20 mins). Then again, they rewarded pretentious tripe like STANDING AT THE SKY'S EDGE last year over the stellar A BAND'S VISIT so anything is possible. In truth, ever since they gave the Best Musical prize to RETURN TO THE FORBIDDEN PLANET over MISS SAIGON and to SUNNY AFTERNOON over HERE LIES LOVE I have found the Oliviers laughable, second only to the juvenile-driven WhatsOnstage Awards.
