There's no shortage of talented dancers in the UK, and nowhere near enough work for most of them. I really don't think that was ever an issue.
Personally, I would see them staging this in a traditional theatre, with a set that is ready to tour. There are some parts of the Wembley production that just wouldn't be easy to tour, but the essence of all this can be captured.

Lack of talent wasn't the issue. One of the Broadway cast told me it was lack of a suitable theatre at the time. Not sure whether they'd have been kept in the know of course but he'd normally say 'no clue' if he had none.

Theatre Fan rumours tour for 2025... sounds about right. Will have to be a reduced staging compared to what they had though!
I can imagine it being massively downsized to have most of the scaffolding still about with the sun in the back, and the set repurposed around that scaffolding. Still would have to tour only the bigger venues though unless they massively downsize.

Does this have enough of a following for a tour? Can’t see it doing too well. I'd heard it'd fallen through as said in that TF post but seemingly not?? It'd do well on tour if appropriately downsized.
Troubadour severely overestimated London interest I believe... The set was absolutely massive and the theatre was pretty thoroughly decked out and lots of work had happened backstage to put the production on, but whether it recouped...
When I went in last half of the run it was half full in an evening performance. It was pretty sad because the production was pretty good. But Disney kind of left it to limp on for a while.

Disney didn't produce Newsies, it was licensed to Runaway Entertainment.
